The focus is on the risks arising when users combine critical business functions in the 1C software environment. It is emphasized that the concentration of authority makes employees prime targets for social engineering and blackmail, posing a direct threat to the stability of vital sectors of the state.</p> <p>Based on an analysis of modern approaches to CII security management, a mathematical risk assessment model is proposed using graph theory and scenario-based probabilistic methods. The model introduces an integral indicator that takes into account the coefficients of incompatibility between functions and the potential damage from the implementation of threats. The results of a risk matrix analysis for typical 1C: ERP configurations are presented, demonstrating the inadmissibility of uncontrolled combination of administrative and operational roles.</p> <p>The author's methods for improving security mechanisms include the implementation of a dynamic access rights weighting algorithm. This approach implements the principle of adaptive permissions at the program code level, blocking conflicting operations in real time based on subject activity statistics. The results of the study can be used by security managers for proactive incident prevention and the creation of a trusted environment for business process execution. In 2024, China's trade with other SCO member states was valued at approximately USD 512.4 billion. Uzbekistan's foreign trade turnover, with the SCO membership, reached USD 32.5 billion by the end of 2024, reflecting the scale and practical innovativeness of this cooperation. The purpose of this article is to propose an applied model for joint risk management for SCO countries, based on international standards of risk management and supply chain security, as well as national practices of digitalization and risk management (using Uzbekistan as an example). Despite the establishment of a common customs space, significant problems remain, including inconsistent law enforcement practices, insufficient transparency of trade statistics, challenges of digitalization, and external sanction pressures. The theoretical basis of the study is the concept of human capital, a resource-based approach to a firm's competitive advantages, and modern models of strategic HR management. Based on an analysis of international research, as well as that of scholars from the CIS and Uzbekistan on the development of the textile industry and human resources, as well as statistical data on the development of the textile industry and Uzbekistan's foreign trade for 2019–2024, an integrated methodology has been developed. This methodology includes the stages of diagnosing human resources potential, strategically planning personnel needs, developing a competency-based industry model, institutional support for personnel training, and implementing digital HR tools. It is shown that, with textile exports estimated at approximately USD 2.9 billion in 2024 and more than 7,000 textile enterprises operating, the key constraints are a shortage of qualified specialists, a gap between the personnel training system and production requirements, and fragmented systems for assessing the effectiveness of human resources. Particular attention is paid to the policy of Uzbekistan within the framework of the Digital Uzbekistan - 2030 program and international experience in regulating labor relations. The challenges and opportunities of the transition to a green economy are considered, including the impact of climate change and platform employment. The paper uses methods of comparative analysis, statistical modeling and forecasting.
