A mathematical model for assessing risks when combining critical business functions in the environment «1C»

This article examines the pressing issue of ensuring information security for critical information infrastructure (CII) facilities in the face of escalating targeted cyberattacks. The focus is on the risks arising when users combine critical business functions in the 1C software environment. It is emphasized that the concentration of authority makes employees prime targets for social engineering and blackmail, posing a direct threat to the stability of vital sectors of the state.

Based on an analysis of modern approaches to CII security management, a mathematical risk assessment model is proposed using graph theory and scenario-based probabilistic methods. The model introduces an integral indicator that takes into account the coefficients of incompatibility between functions and the potential damage from the implementation of threats. The results of a risk matrix analysis for typical 1C: ERP configurations are presented, demonstrating the inadmissibility of uncontrolled combination of administrative and operational roles.

The author's methods for improving security mechanisms include the implementation of a dynamic access rights weighting algorithm. This approach implements the principle of adaptive permissions at the program code level, blocking conflicting operations in real time based on subject activity statistics. The results of the study can be used by security managers for proactive incident prevention and the creation of a trusted environment for business process execution. Integration of the proposed mathematical apparatus into the architecture of accounting systems helps minimize the impact of the human factor on organizational security.

Supply Chain Risk and Security Management in SCO Customs Countries

The growth of mutual trade and transit within the SCO space creates demands on customs administration: it is necessary to simultaneously tighten the legal flow of goods and enhance the security of supply chains from smuggling, false declarations, logistics fraud, and cyber threats. In 2024, China's trade with other SCO member states was valued at approximately USD 512.4 billion. Uzbekistan's foreign trade turnover, with the SCO membership, reached USD 32.5 billion by the end of 2024, reflecting the scale and practical innovativeness of this cooperation. The purpose of this article is to propose an applied model for joint risk management for SCO countries, based on international standards of risk management and supply chain security, as well as national practices of digitalization and risk management (using Uzbekistan as an example). The result is a structure of "data → risk profile → joint targeting → partnership with business → cyber resilience → KPIs," suitable for phased development without the need for complete unification of national systems.

This article examines key trends in Uzbekistan's national labor market for 2020–2025 and their impact on HR policy in the textile industry. Based on official statistics on employment, unemployment, wages, and labor force, as well as industry-specific export data and international reports, the article assesses the industry's HR risks and structural changes affecting employment. The study's findings demonstrate that the textile industry's growing export orientation increases the need for competency development, process standardization, compliance with labor standards, and the implementation of HR analytics. The article substantiates practical HR policy approaches, including competency-based models, employee training and retention, social dialogue, and a compliance culture. It also proposes a practical KPI framework for linking competencies, discipline, and employee sustainability.

Under conditions of increasing anthropogenic pressure, the effectiveness of environmental supervision becomes a key factor in ensuring sustainable development. This article examines the role of technical equipment of the Environmental Police in improving the efficiency of environmental control. Based on the analysis of international, Russian, and Uzbek scientific studies, modern monitoring tools are reviewed, including unmanned aerial vehicles, satellite remote sensing systems, geographic information systems, IoT sensors, and automated monitoring platforms. The study identifies the main advantages, limitations, and promising directions for the modernization of the technical infrastructure of environmental services.

The article aims to identify current challenges and limitations in the development of customs cooperation within the Eurasian Economic Union (EAEU) and to assess their impact on deeper economic integration. Based on the analysis of academic research, as well as statistical and regulatory materials of the Eurasian Economic Commission, the study examines institutional and practical aspects of interaction among customs authorities of the member states. Despite the establishment of a common customs space, significant problems remain, including inconsistent law enforcement practices, insufficient transparency of trade statistics, challenges of digitalization, and external sanction pressures. The article substantiates the need to strengthen coordination mechanisms, expand digital customs tools, and improve data transparency in order to enhance integration processes within the EAEU.

Methodology for improving human resources in the textile industry of the Republic of Uzbekistan

The purpose of this article is to develop a methodological framework for improving human resources in the textile industry of Uzbekistan in the context of clustering, technological modernization, and growing export activity. The theoretical basis of the study is the concept of human capital, a resource-based approach to a firm's competitive advantages, and modern models of strategic HR management. Based on an analysis of international research, as well as that of scholars from the CIS and Uzbekistan on the development of the textile industry and human resources, as well as statistical data on the development of the textile industry and Uzbekistan's foreign trade for 2019–2024, an integrated methodology has been developed. This methodology includes the stages of diagnosing human resources potential, strategically planning personnel needs, developing a competency-based industry model, institutional support for personnel training, and implementing digital HR tools. It is shown that, with textile exports estimated at approximately USD 2.9 billion in 2024 and more than 7,000 textile enterprises operating, the key constraints are a shortage of qualified specialists, a gap between the personnel training system and production requirements, and fragmented systems for assessing the effectiveness of human resources. The proposed methodology focuses on a cluster approach, dual education, the development of corporate training centers, and the digitalization of HR processes.

The paper examines the transformation of the labor market under the influence of green technologies and digitalization. Key trends related to the development of renewable energy sources, resource conservation and automation are analyzed. The influence of these factors on the employment structure, the emergence of new professions and changes in qualification requirements are studied. Particular attention is paid to the policy of Uzbekistan within the framework of the Digital Uzbekistan - 2030 program and international experience in regulating labor relations. The challenges and opportunities of the transition to a green economy are considered, including the impact of climate change and platform employment. The paper uses methods of comparative analysis, statistical modeling and forecasting. In conclusion, recommendations are given for adapting the education system, personnel training and public policy for the sustainable development of the labor market.
