The problems of implementation of state programs: рrocedure them for forming, implementing and monitoring
Abstract
Planning in a General sense can be defined as one of the methods of economic management, which consists in forecasting certain events and consequences that can determine subsequent events. Effective public planning implies a well-developed system of bodies that specialize in drawing up plans and forecasts, and a system of methods and criteria for drawing up plans that would contribute to their consistency and objectivity. The current system of forecasting and planning in Russia needs to be changed and reformed due to frequent system failures, non-fulfillment of plans, and delays in the development of the country and regions.
