Assessing the Management Efficiency of a Railway Company’s Organizational Structure
Abstract
This article develops methods for assessing changes in the management efficiency of the organizational structure of railway companies. It summarizes the results of applying this methodology and offers recommendations for the self-assessment of organizational risks through a system of regular self-evaluation. The authors have devised a comprehensive assessment framework for managers overseeing organizational changes; this framework utilizes a point-based scoring system and incorporates four additional categories of indicators—political, economic, technical, and resource-related—enabling an evaluation of the consequences of structural transformations that accounts for the specific nature of the railway transport sector. Furthermore, the article presents a roadmap for the phased implementation of an integrated management system (covering everything from initial stages to key management functions and risks). This approach allows a company not only to mitigate the negative risks associated with structural reorganization but also to enhance the efficiency of its operational activities.
